RECOMMENDATION:
Recommendation Concerning the State of Florida Department of Transportation Right of Entry Agreement, Financial Project No. 428058-2-52-01, Advanced Traffic Management System (ATMS) - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the State of Florida Department of Transportation Right of Entry Agreement, Financial Project No. 428058-2-52-01, Advanced Traffic Management System (ATMS):

A.  Approve the Agreement granting access to County-owned property; and

B. Authorize the Chairman to sign the Agreement and any other documents related to this project.
BACKGROUND:

Escambia County, the City of Pensacola, Santa Rosa County, and the Florida Department of Transportation (FDOT) are undertaking a joint project for the Phase 1 installation of an Advanced Traffic Management System (ATMS) for our region. The project consists of providing the initial portion of a large scale ATMS that, in this phase, will include various signal locations within Escambia County and the City of Pensacola. It will also connect Santa Rosa County to the FDOT’s Regional Traffic Management Center (RTMC) via wireless technology and connect the City Public Works Building and the County’s Traffic Management Center (TMC), located on the second floor of the new Central Office Complex, to the FDOT’s RTMC via fiber optic cable. This will tie all of the local traffic departments in our region together to better coordinate Traffic Operations.

The work includes, but is not limited to, installation of conduit and fiber optic cable, Ethernet communications network, center-to-center communications, Closed Circuit Television (CCTV), and modification of existing closed loop systems. FDOT has contracted with Ingram Signalization, Inc. for the installation of the system. As part of this project, FDOT and/or the Contractor require entry and access to certain public facilities of the County, including the Central Office Complex, for the installation of certain cables and equipment.

Kristin Hual, Assistant County Attorney, has reviewed and approved the Agreement as to form and legal sufficiency.

Escambia County Transportation and Traffic Operations staff will continue to coordinate with FDOT and Ingram Signalization, Inc.
