Issue:    Inmate Personal Property and Employee Personal Property Located in the Central Booking Detention (CBD) Facility

RECOMMENDATION:
Recommendation Concerning Inmate and Employee Personal Property Located in the Central and Booking Detention Facility - Amy Lovoy, Management and Budget Services Department Director

That the Board take one of the following actions concerning inmate and employee personal property at the Central and Booking Detention (CBD) Facility:

A. Authorize disposal of the inmate and employee personal property found in CBD;

                                                                 OR

B. Authorize the County to return to the original documented owner any personal property that has been located in CBD and can be safely retrieved.
BACKGROUND:
Since the explosion, County staff has had very limited access to CBD. However, on October 28, 2014 control of the building access was returned to the County, and County staff has toured the facility. Much of the inmate personal property has been located primarily intact in suit bags; however it is located in an area that has significant structural damage.

The employees’ locker room facilities were flooded, and the location now has complete structural damage such that retrieval of any property (if any remains intact) from this location will be highly improbable. The administrative areas, however, are largely (but not exclusively) intact and any remaining personal property could be safely retrieved from these areas.
BUDGETARY IMPACT:
The Board has authorized staff to reimburse $100 to any inmate whose personal property was located in CBD at the time of the explosion and subsequent evacuation of the facility. The Board has further authorized staff to reimburse to employees who lost personal property an amount equal to the documented value of the property. To date the County has paid out $20,399 to inmates and $6,075 to employees. The average claim paid to employees was $337 and the maximum amount was $1,083.
