RECOMMENDATION:
Recommendation Concerning the Amendment to the Memorandum of Understanding (MOU) to Cooperate in Funding the Purchase of an Emergency Notification System.

That the Board approve and authorize the Chairman to execute the Amendment to the Memorandum of Understanding to Cooperate in Funding the Purchase of an Emergency Notification System. 
BACKGROUND:
By Board action on October 16, 2014, the Board previously approved a Memorandum of Understanding between the Board of County Commissioners of Escambia County, Florida, the Escambia County Health Department, the Emerald Coast Utilities Authority, International Paper, and Ascend Performance Materials Operations L.L.C., to cooperate in funding the purchase of a new internet-based emergency notification system subscription. After the agreement was approved and executed by the contributing agencies, Gulf Power Company agreed to participate by providing equal funding for the purchase of the subscription. The Amendment to the Memorandum of Understanding will add Gulf Power Company as a party to the MOU subject to the same terms of the original agreement.
BUDGETARY IMPACT:
For the first subscription term, each party will now contribute $7,486.00, and subsequent annual subscription terms shall be billed on an annual basis with each party contributing $11,229.16. Escambia County will utilize federal grant funds to pay for its share of the total cost.
