RECOMMENDATION:
Recommendation Concerning the “Restoration Completion of Old Escambia County Courthouse” Project - David W. Wheeler, CFM, Facilities Management Department Director

That the Board take the following action concerning the “Restoration Completion of Old Escambia County Courthouse” Project:

A. Approve and authorize the Chairman or Vice Chairman to sign the Agreement between the State of Florida, Department of State and the Board of County Commissioners for the implementation of the Special Category Grant Number SC518, for the “Restoration Completion of Old Escambia County Courthouse” Project;

B. Approve and authorize the Chairman to sign the Restrictive Covenants for the Restoration Completion of Old Escambia County Courthouse;

C. Approve the Task Order PD 02-03.79-27-39-FM, to Quina Grundhoefer Architects for the Architectural and Engineering Services for the Old Courthouse Renovation (Phase IV), in the amount of $47,165; and

D. Authorize the County Administrator to sign any future documents required to receive and implement the Grant.

BACKGROUND:
The Bureau of Historic Preservation, Division of Historical Resources, Department of State, has administered the grants-in-aid program for the restoration and rehabilitation of historic properties. On July 12, 2012, Escambia County submitted a Rollover Grant Attestation and Application for the Restoration of the Old Escambia County Courthouse Phase IV.
On May 12, 2014, the Chairman of the Board of County Commissioners received a letter dated May 6, 2014 from State Senator Don Gaetz informing Escambia County of the Florida Legislature approval of a Historic Preservation Special Category Grant Award in the amount of $350,000. A local match is required for this Grant to be awarded.

The Grant was requested for the restoration of the Old Escambia County Courthouse to restore the building to the post 1900 appearance.  The request included the selective demolition of the non-historic addition to the west elevation; restoration of the west elevation windows and masonry and the second floor courtroom restoration of ceilings, finishes and trim.

On July 24, 2014 the Board approved allocating a $350,000 match for the acceptance of the State grant.  We notified the State of our acceptance and they began working on the Agreement documents.

In August 2014 a committee was formed for the selection of a qualified Architectural firm to develop and prepare construction documents for the Old Courthouse restoration project.  On September 15, 2014 the committee members ranked the 3 selected firms with Quina Grundhoefer Architects being ranked the number one firm.  On October 7, 2014 a negotiation meeting was held with Quina Grundhoefer Architects and a fee was agreed upon.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Grant Agreement and Restrictive Covenants have been reviewed by Stephen G. West, Assistant County Attorney, as to form and legal sufficiency.

PERSONNEL:
Facilities Management Department staff will manage the Grant.
POLICY/REQUIREMENT FOR BOARD ACTION:

Board Policy Section 11.A requires approval of grants.

IMPLEMENTATION/COORDINATION:

Facilities Management Department staff will implement the requirements of the grant contract.
