RECOMMENDATION:
Recommendation Concerning Central Energy Plant Relocation-Escambia County Correctional Complex - Amy Lovoy, Management and Budget Services Department Director

That the Board award Contract #PD 13-14.096, Central Energy Plant Relocation-Escambia County Correctional Complex, to A.E. New, Jr., Inc., in the amount of $1,976,000, and authorize the County Administrator to execute all Purchase Orders for Owner Direct Purchases (ODP's), in the amount of $50,000 or greater.

BACKGROUND:
The Central Energy Plant (CEP) is located in the lower level of the Central Booking and Detention Facility (CBDF) and provides chilled water to four critical facilities.  These four facilities are CBDF, Main Jail, Sheriff’s Administration and the Juvenile Justice building.  Due to the damages sustained to the CBDF from the April 29th and April 30th events, three large temporary air-cooled chillers were immediately brought on site in order to restore the chilled water needed at three of the four buildings.  In May 2014, a local mechanical engineering firm was hired to prepare the construction documents necessary to design the relocation of a new 1500-ton Central Energy Plant. The solicitation was advertised in the Pensacola News Journal on September 29, 2014 and bids were opened on October 22, 2014.  Four general contractors responded to this Invitation to Bid and the tab sheet is included as backup.  All costs associated with this project will be covered and reimbursed by the County’s insurance carriers.

This recommendation is in compliance with the Escambia County Fl., Code of Ordinance, Chapter 46, Article II, Purchases and Contracts.
 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will distribute the Contract and Purchase Order.
