RECOMMENDATION:
Recommendation Concerning the Escambia County HOME Program Project Agreement with Northwest Florida Community Housing Development Corporation - Keith Wilkins, Community & Environment Department Director

That the Board take the following action regarding the Escambia County HOME Program Project Agreement with Northwest Florida Community Housing Development Corporation:

A. Approve the Escambia County HOME Program Substantial Rehabilitation/Reconstruction Project Agreement between Escambia County and Northwest Florida Community Housing Development Corporation, to provide $350,000 in Housing and Urban Development (HUD) HOME Investment Partnerships Act (HOME) funds, and $20,000 in State Housing Initiatives Partnership Program (SHIP) funds, to support substantial rehabilitation and/or reconstruction of severely substandard, owner-occupied housing units; and
 
B. Authorize the Chairman or Vice Chairman to execute the Agreement and all Project-related documents, as required to implement the Project.

BACKGROUND:
The 2013 and 2014 Escambia Consortium Annual Plans include funding for the HOME Substantial Rehabilitation/ Reconstruction activities which were approved by the Board on 7/11/13 and 7/24/14, respectively (see Exhibit I).  These funds provide for the rehabilitation or reconstruction of severely substandard housing units that are owned and occupied by lower income families in Escambia County.  Northwest Florida Community Housing Development Corporation, a non-profit affiliate of Pensacola Habitat for Humanity, Inc. has the requisite construction expertise to complete the substantial rehabilitation or reconstruction of such homes in accordance with HUD HOME Program requirements, including Energy Star Standards.   The  $370,000 Substantial Rehabilitation/Reconstruction Assistance Project will allow the agency to complete at least 5 homes owned by families meeting HOME Program eligibility requirements.  $2,500 per unit is included to support the agency's service delivery costs.  The Agency and the Neighborhood Enterprise Division will jointly oversee client applications and construction management for the homeowners who will receive housing repair assistance through this Agreement.
BUDGETARY IMPACT:
The $370,000 required for this Agreement will be allocated as follows:  $350,000 in Fund 147/2013 and 2014 HOME Program, Cost Centers 220450 and 220458 and $20,000 in Fund 120, 2014 SHIP, Cost  Center 220444 .
LEGAL CONSIDERATIONS/SIGN-OFF:
The Agreement has been reviewed and approved by Kristin Hual, Assistant County Attorney.

Agreements with agencies or organizations must be approved by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
The HOME Program project will be coordinated with Northwest Florida Community Housing Development Corporation through the County Community & Environment Department/Neighborhood Enterprise Division.  Implementing Agency staff will oversee completion of housing rehabilitation and/or reconstruction activities for eligible homeowners.
