RECOMMENDATION:
Recommendation Concerning Professional Consulting Services for the Lake Charlene Area of Warrington Basin Study - Amy Lovoy, Management and Budget Services Department Director

That the Board take the following action concerning the Lake Charlene Area of Warrington Basin Study:

A. Award and authorize the County Administrator to sign the Standard Professional Consulting Services Contract Documents for Agreement between Escambia County and HDR Engineering, Inc., per the terms and conditions of PD 13-14.081, Lake Charlene Area of Warrington Basin Study, for a lump sum of $133,746.77; and

B. Authorize staff to negotiate additional design services associated with the Study recommendations and upon completion of this Study, under this Contract with fees to be negotiated at a later date upon approval by the Board of County Commissioners.

Should the project HMGP application submitted to the Florida Department of Emergency Management (FDEM) and the Federal Emergency Management Agency (FEMA) be determined eligible and selected for funding, 75% of the project’s design and construction costs will be funded by FEMA, and the County will be required to fund 25% of the costs.
BACKGROUND:
Request for Letters of Interest, PD 13-14.081, Lake Charlene Area of Warrington Basin Study, were publicly noticed on Monday, August 25, 2014 to 139 known firms. Responses were received from 4 firms on Wednesday, September 10, 2014.

The general intent of this engineering services contract is to provide a rainfall event re-creation and analysis of the April 29-30, 2014 storm event that resulted in a negative impact to the public infrastructure and private properties in the Lake Charlene area and surrounding area of the Warrington Basin in Escambia County, FL. The goal of the study is to provide conceptual drainage alternatives and cost estimates, considering existing stormwater data, limited new data collection, and rainfall event analysis for the preparation of a representative engineering report.
 
The Consultant shall gather the information and data from County staff, from the past studies, results from this study, and other appropriate sources, as necessary to prepare a State of Florida – Joint Hazard Mitigation Grant Program (HMGP) Application, which also requires application through the Local Mitigation Strategy (LMS) Board, as needed to provide a funding sources for recommended improvements.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form G, Consulting Services for Stand-Alone Services and Purchase Order.
