RECOMMENDATION:
Recommendation Concerning Upgrading of 911 Telephony Recorder System Using E-911 Reserve Funds - Michael D. Weaver, Public Safety Department Director

That the Board take the following action regarding the upgrade of the 911 telephony recorder system:

A. Authorize use of E-911 Reserve Fund (Fund 145), in the amount of $157,116.75, for the purpose of upgrading the NICE CFIII 911 Logging Recorders and Inform Version 4.1 (Call management/playback) system to NICE NRX recording platform, and Inform Version 6.0 at the Emergency Communication Center, Escambia County Sheriff's Office, and Pensacola Police Department (Escambia County's Public Safety Answering Points); and

B. Authorize issuance of a Purchase Order to Motorola Solutions, Inc., for this purpose, in accordance with the Contract between Houston-Galveston Area Council (HGAC) and Motorola Solutions Inc. (Contract No. RA05-12).

BACKGROUND:
The current NICE 911 telephony recorder system was purchased in 2009 and resides on a Windows XP platform.  The current “end of life” cycle date for the existing system was July 31, 2014.  Since the system was purchased along with Cassidian’s Vesta CS on a Motorola contract, NICE will continue repair support through September 30, 2014.

NICE has a playback platform (INFORM) that allows us to playback telephony analog recordings and digital radio recordings. INFORM was an add-on, which was purchased as part of the P25 in 2011. Telephony and digital playback capability is not only provided to ECC management and ESO, but also to the State’s Attorney’s Office (SAO). The SAO can now pull recordings independently without tasking the ECC or ESO.

NICE also provides the recording capability of our ASTRO P25 Radio System and is the only Motorola P25 certified company.

The recommended Houston-Galveston Area Council (HGAC) contract with Motorola Solutions Inc. is the same contract used to purchase the P25 system. Using this HGAC contract allows us to maintain a single platform for all emergency communication regardless if telephony or radio.
BUDGETARY IMPACT:
F.S. 365.172 authorizes certain expenditures from E-911 fees. The recommended equipment upgrade is authorized by Florida State Statue.  Funds are available in Fund 145 for these expenditures.
