RECOMMENDATION:
Recommendation Concerning a Reimbursement to the Wildlife Foundation of Florida, Inc. - Keith T. Wilkins, Community & Environment Department Director

That the Board approve the issuance of a Purchase Order in the amount of $61,780, to the Wildlife Foundation of Florida, Inc., for services contracted by the Florida Fish and Wildlife Conservation Commission, to develop a business plan associated with the Perdido Key Beach Mouse Conservation Strategy.

BACKGROUND:
As a first step towards streamlining environmental permitting on Perdido Key, Escambia County partnered with the U.S. Fish and Wildlife Service (FWS) and the Florida Fish and Wildlife Conservation Commission (FWC) to develop a unified mitigation strategy for impacts to Perdido Key beach mouse habitat.  During this process, FWC contracted with an economic consulting firm, RCF Economic and Financial Consulting, Inc., to assist with developing a business plan to assure desired mitigation outcomes would occur through the permit process.  The costs associated with this contract were paid by the Wildlife Foundation of Florida, Inc., with the expectation that the Foundation would be reimbursed once funding through beach mouse permitting was available.  

On December 8, 2005, the Board approved an Intergovernmental Agreement between, Escambia County,  FWS, and FWC.  Under this agreement, the County agreed to set up a restricted fund to receive, maintain, and expend mitigation monies associated with Perdido Key beach mouse permitting.  Currently, there is sufficient monies in this fund to reimburse the Foundation.

All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This action is consistent with the Board's Comprehensive Plan Policy COM 1.1.6 regarding habitat protection.
IMPLEMENTATION/COORDINATION:

This project has been coordinated between Escambia County, the U.S. Fish and Wildlife Service, the Florida Fish and Wildlife Conservation Commission, and the Wildlife Foundation of Florida, Inc.
