1. Call To Order - November 16, 2015 meeting called to order at 4:02 p.m. by Chairperson, Bentina Terry.
 
2. Proof of Publication - The meeting was advertised in the Pensacola News Journal on November 7 and November 14, 2015.

4. Approval of the November 2, 2015 RESTORE Advisory Committee Meeting

Motion was made by Christian Wagley to approve the November 2, 2015 Minutes of the RESTORE Advisory Committee Meeting. Al Coby seconded. Motion carried unanimously.
 
5. Old Business
  1. Recap of Projects 1 – 62
The Committee recapped projects 1-62. Chairperson Bentina Terry allowed time for discussion or questions regarding each project. County staff noted questions and comments the Committee had for each project.
 
6. New Business
  1. Sunshine Law, Public Records and Conflicts of Interest Review

Alison Rogers, Escambia County Attourney briefly reviewed the Sunshine Law, Public Records and Conflicts of Interest rules and regulations for the RESTORE Committee. This was to ensure no conflicts exist with the Committee member and projects. Ms. Rogers also answered questions from the Committee members.
  1. Possible Project Collaborations

Conversation was postponed.
  1. Review of Projects 63 – 124

The Committee recapped projects 63-124. Chairperson Bentina Terry allowed time for discussion or questions regarding each project. County staff noted questions and comments the Committee had for each project. County staff was to collect the answers for the Committee.

A motion was made to invite the applicants from the top 50% of projects have a three minute presentation. The top 50% would be determined from the average of the 11 Committee members. Motion passed eight to one with two absent.

The Committee also decided to let the bottom 50% provide written explanations to their questions.

The Committee then decided to hold two more meetings in December and two in January. Dates to be determined.
