1. Call to Order - Chairman Scapin called to order the regular meeting of the Escambia County Board of Electrical Examiners meeting at 9:10 a.m. on July 18, 2013, in Room 112 of the Escambia County Central Office Complex.
 
2. Determination of Quorum - Upon inquiry, Chairman Scapin confirmed a quorum was present.
 
3. Member, David Hawkins, introduced Pete Ratcliff, an Engineer at Gulf Power, as his guest.
 
4. Proof of Publication - Chairman Scapin confirmed the date and time of the meeting was properly advertised in the Pensacola News Journal on July 13, 2013.
 
5. Add Item: Application For Reciprocity of William Stubstad.
 
  Thomas McElhany, James Simmons to amend the Agenda and accept the addition of William Stubstad's Application for Reciprocity.
  Vote: 5 - 0 - Unanimously
 
6. Approval of Minutes - June 20, 2013
   
 
  David Hawkins, Thomas McElhany to approve the Minutes of the June 20, 2013 Meeting as prepared by the Board Secretary.
  Vote: 5 - 0 - Unanimously
 
7. Public Forum - No speakers present.
 
8. Board Secretary Status Report:
1. Members were informed that the License Issue Activity report for July 2013 would be provided to DBPR.
2. Members were provided a status report on the permit activity of LB Electric Services, LLC/Lisa B. Heaton.
 
9. Report of Donald Mayo, Building Official:
The Board Secretary reported there would be no report from the Building Official at this time and conveyed a message from Mr. Mayo stating he was unable to attend the meeting due to a schedule conflict but looked forward to seeing Members soon.
 
10. Old Business - NONE.
 
11. The Board was provided an Information Report regarding UNPERMITTED / UNLICENSED ACTIVITY / COMPLAINTS for June 2013:
J. W. Dunnwright Construction/Michael Raab - unpermitted work;
Emerald Coast Backflow/Willy Gibson - unpermitted work;
Hart's All Service, Inc./Robert Hart - unpermitted work;
Backyard Pools, LLC/Clint Glass - took money from homeowner; refunded money;
 
12. PUBLIC HEARING:
ANDREW WILLIAM YOUNG - Application For Restoration of License No.: ME2016 (expired: 2/14/2006). [Applicant was present.]
   
 
  Thomas McElhany, David Hawkins to deny the request for waiver of re-examination of Mr. Young's Application for Restoration and deny the restoration of License No.: ME2016 (expired 2/14/2006) due to failure to satisfy outstanding business financial obligations and the date of expiration of license is two (2) years or more.
  Vote: 5 - 0 - Unanimously
 
           
13. Written Communication:
 
A. The Board reviewed the correspondence from William Paul Conn, License No.: ME0423 advising he no longer desires to be an Electrical Contractor in the State of Florida; requesting cancellation of his license. Staff informed that license had been disabled in the system.
   
 
14. Adjournment.
