Recommendation Concerning the Contract Award for the Carpenter Creek and Bayou Texar Watershed Management Plan - Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Wood Environment & Infrastructure Solutions, Inc., per the terms and conditions of PD 17-18.086, Carpenter Creek and Bayou Texar Watershed Management Plan for Basic Services at $923,166.97, and Allowances at $56,833.03, for a total of $980,000.

BACKGROUND:
Requests for Letters of Interest, PD 17-18.086, Carpenter Creek and Bayou Texar Watershed Management Plan were publicly noticed on August 27, 2018, to 339 known firms. Responses were received from seven firms on September 26, 2018. The Selection/Negotiation Committee met to shortlist firms on October 15, 2018. The shortlisted firms are as follows:
Ecology & Environment, Inc.;
Volkert, Inc.;
Wood Environment & Infrastructure Solutions, Inc.; and
Geosyntec Consultants, Inc.
The Selection/Negotiation Committee held discussions with the shortlisted firms and ranked on October 29, 2018, in the following order:
1. Wood Environment & Infrastructure Solutions, Inc.;
2. Ecology and Environment, Inc.;
3. Geosyntec Consultants, Inc.; and
4. Volkert, Inc.
Wood Environment & Infrastructure Solutions, Inc., provided their initial fee proposal on November 27, 2018. The first negotiation meeting was held on November 27, 2018. Negotiations were held on:
2nd - January 16, 2019;
3rd - April 2, 2019;
4th - May 20, 2019; and
5th - June 17, 2019.
Final and Best Offers were established on July 3, 2019, for Basic Services at $923,166.97, and Allowances at $56,833.03, for a total of $980,000.
This project is in Districts 3 & 4.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects and Purchase Order.
