BACKGROUND:
Meeting in regular session on July 12, 2012, the Board approved the Agreement with Jehle-Halstead, Inc., for Contract PD 11-12.030 for the Beach Haven Northeast Drainage and Sanitary Sewer Project.
Currently, Beach Haven Northeast Phase I is under construction and Phase 2 is under design. Due to the size and complexity of the project, the Engineer of Record's (EOR) inspection services need to be increased over the two-year construction period so that their oversight will be sufficient to adequately provide as-built certification to permitting agencies as required. A cost agreement between Emerald Coast Utilities Authority (ECUA), who will pay 40%, and the County, who will pay 60%, exists to help offset design costs for both agencies.
Change Order #1 extended the completion time to July 23, 2019. The new completion schedule is July 17, 2020, (360 days), to allow for Phase 2 construction and as-built certifications. Change Order #2 increased the cost of the contract by $19,000 to satisfy strict environmental criteria required by grant agencies. This Change Order, #3, requests additional funds, in the amount of $80,845, to compensate Jehle-Halstead, Inc., for limited construction administration and inspections tasks, attending onsite, County, and public meetings as needed, and assistance with the Phase 2 bid process. The new contract total will be $1,099,275.
