RECOMMENDATION:
Recommendation Concerning the Contract Award for Perdido Landfill 2019 Gas Collection and Control System Expansion - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve, and authorize the County Administrator to sign, the Agreement between Escambia County, Florida, and Carlson Environmental Consultants, PC, per the terms and conditions of PD 18-19.076, Perdido Landfill 2019 Gas Collection and Control System (GCCS) Expansion, in the amount of $118,525.

BACKGROUND:
The advertisement for this "Invitation to Bid" was publicly noticed on July 25, 2019. A Non-Mandatory Pre-Solicitation Conference was held on August 2, 2019. One firm was represented at that meeting. Bids were received from three firms on August 21, 2019. Carlson Environmental Consultants, PC, is the lowest, most responsive, and responsible bidder.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract FORM B: Construction and Purchase Order.
