RECOMMENDATION:
Recommendation Concerning Senior Assistant County Attorney, Kristin D. Hual’s election as Chair of the Judicial Nominating Commission of the First Judicial Circuit.
 
That the Board accept the following information:
 
Senior Assistant County Attorney, Kristin D. Hual was elected to serve as the Chairperson of the Judicial Nominating Commission of the First Judicial Circuit for a one-year term expiring on July 1, 2020.  Ms. Hual was first appointed to serve on the Commission in 2014 by Governor Rick Scott, and she was reappointed for a second term in 2018.
BACKGROUND:
The Judicial Nominating Commission (JNC) selects nominees to fill judicial vacancies within the Florida court system.  There are twenty-seven JNCs: one for the Florida Supreme Court; five for each district court of appeal; twenty for each circuit court and the county courts within each circuit; and one statewide commission for judges of compensation claims.  All JNC members serve four-year terms.
 
The First Judicial Circuit includes all circuit and county courts within Escambia, Santa Rosa, Okaloosa, and Walton Counties. When a judicial vacancy occurs, the Governor requests the Chair of the JNC to convene the JNC for the purpose of selecting and submitting names of qualified applicants to the Governor for appointment to the bench.
