Recommendation Concerning a Change Order on Contract PD 15-16.091, to John Davenport Engineering, Inc., for Design Services for Traffic Signal Design for County Road 95A (Palafox Highway) at County Road 749 (Old Chemstrand Road) and County Road 297A at County Road 186 (Kingsfield Road) - Joy Jones, P.E., Engineering Department Director

That the Board approve and authorize the County Administrator to execute the following Change Order to John Davenport Engineering, Inc., in the amount of $32,015, on Contract PD 15-16.091, Design Services for Traffic Signal Design for County Road (CR) 95A (Palafox Highway) at CR 749 (Old Chemstrand Road) and CR 297A at CR 186 (Kingsfield Road):

This project is located in Commission District 5.
BACKGROUND:
Meeting in regular session on November 3, 2016, Escambia County entered into an Agreement for Professional Consulting Services with the consultant for the tasks outlined in Escambia County’s Request for Letters of Interest (PD 15-16.091) to provide transportation engineering services for roadway improvements at the intersection of County Road (CR) 95A and Old Chemstrand Road and at the intersection of CR 297A and Kingsfield Road. The Scope of Services for the project originally provided for comprehensive traffic signal and roadway design, but during the course of negotiations, the scope was limited to traffic signal design. 

Change Order #1, in the amount of $87,780, was approved in regular session by the Board on May 4, 2017, to include additional roadway design services for the intersection of CR 297A and Kingsfield Road. The Escambia County School District opened the new Kingsfield Elementary School on Kingsfield Road in Fall 2018, additional design was required to accommodate the increase in vehicular and pedestrian traffic.The additional design provided for turn lane modifications/additions, sidewalk connections, and other pedestrian features.

Change Orders #2, #4, #5 and #6 were for time.

Change Order #3, in the amount of $8,840, was approved in regular session by the Board on February 15, 2018, and it included the re-design of the southwest corner (adding a retaining wall) at the intersection at CR 297A and Kingsfield Road since acquisition of the corner clip was unsuccessful. 

This Change Order, #7, in the amount of $32,015, is to redesign the other intersection at CR 95A and Old Chemstrand. This redesign is mainly needed due to the installation of a new gas main installed after the project's utility coordination had been completed. A design ticket was submitted on November 17, 2016, initiating the utility coordination (attached). Davenport proceeded through the design, coordinating its efforts with utilities that were in place at the time and plans moved forward through permitting. Subsurface utility engineering (SUE) work, finalized in July 2019, uncovered a gas main that was previously unknown to the design team. After research, it was found that this gas main was permitted post utility coordination on April 13, 2017 (attached) and completed around July 2017. Included in this Change Order are minor modifications to also update the signal video detection scheme and timings and a request for an additional 90 days to complete the design, bringing the new contract date to July 27, 2020.
