RECOMMENDATION:

Recommendation Concerning the Coronavirus Relief Fund Rent, Mortgage, and Utility Assistance Program - Clara Long, Neighborhood & Human Services Department Director

That the Board approve the Coronavirus Relief Fund (CRF) Rent, Mortgage, and Utility Assistance Program to assist income qualifying tenants and homeowners affected by COVID-19.

BACKGROUND:

On July 17, 2020, the first round of allocations under the Coronavirus Relief Funds (CRF) were announced for distribution to Florida local governments. Funds must be spent on housing related activities necessary due to the COVID-19 emergency. Funds may only be utilized for eligible expenditures between March 1 and December 30, 2020. The Board is asked to approve this new Program in order to assist tenants and homeowners at or below 120% of area median income with rent, mortgage, and utility expenses due to COVID-19. Assistance will be offered in the form of a Grant.

BUDGETARY IMPACT:

Funds will be made available via a separate Budget Amendment in Fund 110/Cost Center 370239. Funds will be advanced from the State.

Board approval required for this new program.

IMPLEMENTATION/COORDINATION:

Implementation of this program will be overseen by the Neighborhood Enterprise Division/Neighborhood & Human Services Department, with support from City of Pensacola Housing staff.
