RECOMMENDATION: |
Recommendation Concerning the Contract Award for the County Abatement of 9050 Pensacola Boulevard Project - Chips Kirschenfeld, Director, Natural Resources Management through Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and BR Bonners Hauling, Inc., per the terms and conditions of PD 19-20.064, County Abatement of 9050 Pensacola Boulevard.

BACKGROUND: |
The property located at 9050 Pensacola Boulevard is a vacant parcel that has been owned by Tornado Fence Company since 2001 and became a source of nuisance complaints which are affecting the neighboring commercial properties. A Notice of Violation (CE18115661) was issued on November 26, 2018. This property is located just to the north of the Walmart Store, and strip center located at 8970 Pensacola Boulevard, the north side of the parcel abuts Wesco Gas & Welding Supply, 9040 Pensacola Boulevard, and is centered between Pensacola Boulevard to the west and Old Palafox to the east.
The property is not being maintained in accordance with the nuisance codes 42-196(a), (b), (c), and (d). There are several tons of old fencing, household garbage, household items, inoperable vehicles, equipment, overgrowth, and other solid waste nuisance conditions. Escambia County Fire has responded numerous times for illegal burning. The fact that this property borders Wesco Gas & Welding Supply has become a serious hazard to this area.
After proper notices and due process, the owners of the property were noticed to appear before the Special Magistrate, and ordered to comply with all cited conditions, otherwise face fines and costs. No representative from Tornado Fence Company appeared at the hearing, and they have failed to make any attempts to clear the violations, or contact the Office of Code Enforcement. A Special Magistrate Order was issued on April 2, 2019, regarding the nuisance conditions. The property continues to worsen since the investigation began.
Escambia County Code Enforcement has elected to solicit contractor pricing in order to take action to bring the parcel into compliance, as provided in the Special Magistrate Order. The Contract will consist of removal and legal disposal of all contributing conditions. The cost of the cleanup, along with daily fines that began on April 3, 2019, at $100 per day and court fee of $235, will be filed as a lien on the parcel after it is abated.
An Invitation to Bid for PD 19-20.064, County Abatement of 9050 Pensacola Boulevard, was publicly noticed to 197 firms via Vendor Registry on June 12, 2020. A Mandatory Pre-bid meeting was conducted at the job site on June 18, 2020, with nine firms attending. Two bids were received. BR Bonners Hauling, Inc., was the lowest responsive bid received. |
