Recommendation Concerning the Contract Award for Woodrun Bridge Replacement and Drainage Improvements Project - Joy Jones, P.E., Engineering Department Director, through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Rebol-Battle and Associates, LLC, per the terms and conditions of PD 18-19.080, Woodrun Bridge Replacement and Drainage Improvements Project, in the amount of $181,133.82.

The Request for Letters of Interest for PD 18-09.080, Woodrun Bridge Replacement and Drainage Improvement Project, was submitted via Government Forms Software to 145 firms on July 10, 2019. Responses were received from four firms and the selection committee ranked the three short-listed firms in the following order:

1. Rebol-Battle & Associates, LLC;
2. Volkert. Inc.; and
3. American Consulting Engineers of Florida, LLC.

Negotiations were conducted with the number one ranked firm. Final Negotiations were conducted on June 25, 2020, resulting in a Best and Final offer of $107,535.48 for Base Services, $73,598.34 for Optional Services, Contract Total $181,133.82.
BACKGROUND:
Woodrun Bridge Replacement:
Woodrun Subdivision was built in the early 1970’s with public rights-of-way and public drainage easements and includes County-owned land for portions of Thompson Bayou. Access to the Subdivision is limited to one entry/exit point via Woodrun Road at Nine Mile Road. There are three bridges in the Woodrun Subdivision; two are state inspected bridges (484083) (484084) and one is a County inspected short span bridge (484085). The project will  replace one bridge which overtops frequently, bridge 484084, with a bridge designed to meet the 100-year storm criteria within the Land Development Code.

Roadway elevations at the bridge will be adjusted to reduce overtopping. A hydraulic analysis of all three bridges within the subdivision will be provided. Utilities near the bridge will be relocated and associated roadway drainage improvements will be considered.

A&E services will provide for public input, construction plan preparation, permitting, estimates, bidding assistance, limited construction assistance, and as-built certification. The County will provide for the associated surveying services for the project, including the initial data collection for design, preparation of easement descriptions, and sketches for easement acquisition, if any are needed.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Standard Form of Contract, Form G, Consulting Services for Stand Alone Projects, as well as the Purchase Order.
