RECOMMENDATION:
Recommendation Concerning the Contract Award of PD 19-20.018, Pet Licensing Management  - John Robinson, Division Manager, Animal Services through Paul Nobles, Purchasing Manager, Office of Purchasing
 
That the Board award and authorize the County Administrator to sign the Agreement between Escambia County and DocuPet CORP., per the terms and conditions of PD 19-20.018, Pet Licensing Management.

BACKGROUND:
Escambia County currently issues approximately 35,000 pet licenses annually, as required by Chapter 10-9, which is about a 23% citizen compliance rate. Pet licenses are sold on site at more than 30 veterinary clinics and at the County Shelter, missing opportunities to sell online, by mail and by phone. With the current paper-based program, Animal Services has been unable to issue renewal notices to pet owners with expiring licenses, relying solely on the Vet Clinics’ client notifications to reach the citizens. A partnership with DocuPet will modernize the County's pet licensing program with enhanced software, pet tag distribution, purchasing options, lost pet services, and issuance of renewal reminders, ensuring compliance with State Statute 828.28. For Animal Services to provide this level of service, benefits and increased issuance of annual pet licenses without a licensing partner would require a significant increase in staffing and the addition of software to manage the program, at a cost that would far exceed that of DocuPet’s services. Additionally, DocuPet would handle the collection of license revenue from the veterinary clinics and individual licensees, generating monthly and quarterly accounting and compliance reports, which will greatly reduce the impact on current Animal Services staff. DocuPet’s programs are designed to perform based on the Animal Services’ goal of increasing community participation in the County license program by providing a variety of benefits for pet owners and their pets. The majority of DocuPet’s fees are dependent on their success of significantly increasing our community activity and participation. Overall, DocuPet should provide a significant increase in revenue for Animal Services without requiring additional personnel, software, data storage, or start up fees from Animal Services.

POLICY/REQUIREMENT FOR BOARD ACTION:
The Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance , Article 2 Purchases and Contracts.
 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue Agreement reviewed and approved by Kristin D. Hual, Senior Assistant County Attorney. John Robinson, Division Manager, Animal Services will be the Contract Administrator.
