Recommendation Concerning the Issuance of Fiscal Year 2019-2020 Purchase Orders, in Excess of $25,000, for the Development Services Department - Horace Jones, Development Services Department Director
That the Board approve the issuance of blanket and/or individual Purchase Orders, in excess of $25,000, for Fiscal Year 2019-2020, based upon previously awarded Contracts, Contractual Agreements, or annual requirements for the Development Services Department, as follows:

| BACKGROUND: |
On September 19, 2019, the Board approved the issuance of blanket and/or individual purchase orders for the IT Department for Fiscal Year (FY) 2019-2020 including $80,000 for Environmental Systems Research Institute (ESRI) Geographic Information Systems (GIS) Software Support and Maintenance (General Fund, Cost Center 270702 IT).
IT informed the Development Services Department that the ESRI payment was not included in their budget for FY 2019-2020 but will be for FY 2020-2021.
ESRI provides the desktop software and field applications for the county’s Geographic Information System and provides access to their online GIS solution for building GIS web maps and cloud data storage. The issuance of this Purchase Order will ensure continuity of services traditionally provided to the residents of Escambia County. |

| This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchases and Contracts. Per the guidance received at the October 3, 2019, Board meeting, all purchases over $25,000 must be approved by the Board. |
| IMPLEMENTATION/COORDINATION: |
| The Development Services Department will coordinate with the Office of Purchasing on the issuance of these Purchase Orders. |
