RECOMMENDATION:
Recommendation Concerning Traffic Restrictions - Parking Prohibition on Perdido Key Drive - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the filing of new traffic restrictions - parking prohibition - per the requirements of Ordinance Number 2003-26, which authorizes the County Engineer to place restrictions on the movement of traffic on County roadways and streets:

A. Adopt the Resolution establishing the parking prohibition on Perdido Key Drive from Theo Baars Bridge to Alabama State Line; and

B. Authorize the Chairman to sign the Resolution.

Perdido Key Drive is located in Commission District 2.
BACKGROUND:
Prior to September 2019, Perdido Key Drive was a State Road (SR292). It is a two-lane facility located directly along the Gulf of Mexico that provides access to the beaches of Perdido Key, hosting residents and visitors. In 2016, the Perdido Key Master Plan was adopted with a goal to make the Perdido Key community safer and more inviting through improvements to the infrastructure on Perdido Key, with a goal of increased safety and walkability. An inventory of "No Parking" signs was performed on Perdido Key Drive at that time. 

In September 2019, a Transfer Agreement with the State of Florida transferred ownership and maintenance of Perdido Key Drive to Escambia County.

In May 2020, County staff received calls regarding vehicles parked along the roadway and shoulders of Perdido Key Drive, causing unsafe conditions for both vehicle and pedestrian travel due to restricted and compromised critical sight-lines. Also at issue was the potential damage to the natural landscape/protected habitat along the road edge. 

The Board is authorized under Sections 316.006(3)(a)(b), 316.008(1)(j), and 316.555 of the Florida Statutes (2009), to establish regulation on County roadways and streets. Volume 1, Chapter 94, Articles I and II of the Escambia County Code of Ordinances (Ordinance No. 2003-26), authorizes the County Engineer to place restrictions on the movement of traffic, vehicles, and parking on County roadways and streets.  This authorization requires the County Engineer to file quarterly, for Board ratification by Resolution, a list of all limitation orders established under this section.

In an effort to improve safety, County staff re-assessed the existing parking restriction signs along the corridor and recommended the installation of approximately 30 new signs to clearly demarcate No Parking zones along the shoulders of Perdido Key Drive.

LEGAL CONSIDERATIONS/SIGN-OFF:
Escambia County Attorney's Office has reviewed and approved the Resolution as to form and legal sufficiency.

No additional personnel required.

IMPLEMENTATION/COORDINATION:
The No Parking signs have been installed at all locations. Upon BCC approval, a copy of the Resolution will be forwarded to the Sheriff's Department and the Environmental Code Enforcement Division of the Escambia County Natural Resources Management Department.
