Recommendation Concerning the Contract Award for PD 19-20.026, Waste Services Section 5 Cell 1B Design - Patrick Johnson, Waste Services Department Director, through Paul Nobles Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and HDR Engineering, Inc., per the Terms and Conditions of PD 19-20.026, Waste Services Section 5 Cell 1B Design, in the amount of $972,222.

| BACKGROUND: |
Upon Board approval, HDR will provide the Waste Services Department engineering services for the Perdido Landfill Section 5 Cell 1B Design, permitting, bid assistance and construction oversight. In addition, HDR will provide documentation and submittal for the renewal of the Perdido Landfill Operations Permit, in accordance with Florida Administrative Code (FAC) 62-701, as per the Florida Department of Environmental Protection (FDEP).
The Request for Letters of Interest (RLI) for PD 19-20.026, Waste Services Section 5 Cell 1B Design, was issued via Government Forms Software to 352 registrants representing 218 firms on January 23, 2020. Four firms responded and the Selection/Negotiation Committee ranked the short-listed firms in the following order:
1. HDR Engineering, Inc.;
2. SCS Engineers, Florida; and
3. Jones Edmunds & Associates, Inc.
Three Negotiations were held, resulting in the Best and Final Offer being established in the amount of $972,222 for the project. |

| IMPLEMENTATION/COORDINATION: |
| The Office of Purchasing will issue the Attorney Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects, as well as the Purchase Order. Pat Johnson, Waste Services Department Director, be the Contract Administrator. |
