RECOMMENDATION:
Recommendation Concerning the Acquisition of Property Located on Old Chemstrand Road - Joy Jones, P.E., Engineering Department Director

That the Board take the following action regarding the acquisition of a parcel of real property (approximately 0.67 acres) located in the 1600 Block of Old Chemstrand Road, from Hussein S. and Anne B. Sharaway:

A. Authorize the purchase of this property, located in the 1600 Block of Old Chemstrand Road, for the approved counter-offer of $25,000, from Hussein S. and Anne B. Sharaway;

B. Approve the Contract for Sale and Purchase for the acquisition of a parcel of real property located in the 1600 Block of Old Chemstrand Road (approximately 0.67 acres); and

C. Authorize the County Attorney's Office to prepare, and the Chairman or Vice Chairman to execute, any documents, subject to Legal review and sign-off, necessary to complete the acquisition of this property without further action of the Board.

This property is located in Commission District 5.

BACKGROUND:

Meeting in regular session on February 21, 2019, and on April 4, 2019, the Board authorized staff to obtain an appraisal for this parcel and then to make an offer to purchase based on the appraisal ($13,400.) As directed during the meeting on April 4, 2019, the remaining due diligence was performed and a counter-offer was brought to the Board for approval at their regularly-scheduled meeting on May 16, 2019. 

Mr. and Mrs. Sharaway are willing to sell their property, located in the 1600 Block of Old Chemstrand Road, for a preferred net purchase price of $23,000. The $25,000 purchase price will help cover closing costs and allow the property owners to obtain a price close to the preferred net amount of $23,000.

This property is contiguous with an existing County parcel, located at 391 90 & 9 Ranch Road, and will allow for better access and any potential future development.

BUDGETARY IMPACT:

Funding is available in the District 5 Discretionary Fund, Cost Center 110101, Account 58201.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Contract for Sale and Purchase will be reviewed and approved by the County Attorney's Office.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will maintain compliance with Section 46-139 of the County Code of Ordinances.
