ESCAMBIA COUNTY EXTENSION COUNCIL

1. Call to Order & Opening Remarks - Vice Chairman Casson

Meeting called to order at 5:50 PM by Vice Chairman Casson. He welcomed everyone to the meeting.
             
2. Roll Call & Declaration of Quorum - Vice Chairman Casson and Felicia Knight-Marlow

Roll was called by Felicia Knight-Marlow. Members present during roll call: Mark Casson, Jean Yarter, Vernon Hiebert, Charles Woodward, Larry Daniel, Debbie Looney, Genevieve English-Charles, Carol Tanksley, and Commissioner Steven Barry. Members absent: David Fitzpatrick, Tina Lynn Sellers, Julie Sackman, and Dorothy Brown.
             
3. Proof of Publication - Vice Chairman Casson and Felicia Knight-Marlow

Meeting was properly advertised in the Pensacola News Journal on July 13, 2013, as part of the Board of County Commissioners' Meeting Schedule of July 15-19, 2013.
             
4. AI-4669  Approval of Meeting Minutes from April 16 2013 - Vice Chairman Mark Casson

Motion by Genevieve English-Charles and second by Debbie Looney to approve the meeting minutes of April 16, 2013. Motion passed by unanimous vote.
             
5. Welcome and Introduction of Special Guest(s), and newly appointed Extension Council Member, Jean Yarter - Vice Chairman Casson

Pamela Allen welcomed and introduced Dr. Pete Vergot, Northwest District Extension Director. She asked Extension Agent M. Allison Meharg to introduce summer intern Kaylen Rowland, and Extension Agent Dorothy Lee to introduce the newly-elected Extension Council Member, Jean Yarter.
             
6. Budget Process/Update - Pamela Allen

Pamela Allen informed the Extension Council that the County just finished up two days of budget workshops and there are no changes to the Extension budget at this time. There are two public budget hearings coming up in September before the overall County budget is adopted.
             
7. Extension Program Presentations - Pamela Allen

Pamela Allen yielded the Extension Program Presentations to Extension Agents Libbie Johnson and Carrie Stevenson. Libbie and Carrie gave a combined PowerPoint presentation addressing the question, "Where We Are When You Call the Office and We Aren't There!"
             
a. Agriculture & Agronomy - Libbie Johnson

Extension Agent Libbie Johnson's portion of the PowerPoint presentation highlighted examples of some of the educational programs and events that take place off-site. These examples included fish and plant diagnostics; equipment calibration field days; best management practices for crop irrigation, pesticide control, plant disease solutions and crop harvesting; youth programs; livestock programs; aquaculture programs; and exhibits/displays at various forums including the Pensacola Interstate and North Florida Fairs.
             
b. Coastal Sustainability - Carrie Stevenson

Extension Agent Carrie Stevenson's portion of the PowerPoint presentation highlighted several educational programs and events in the life of a Coastal Sustainability Extension Agent. This included bats education; shoreline erosion; green roof plant recommendations; Florida-friendly landscaping; rain barrel workshops; natural resources/estuary field trips; and the Master Naturalist Program.
             
8. Marketing Extension - Pamela Allen

Pamela Allen addressed the topic of marketing Extension which was brought up at a previous meeting by Vice Chairman Mark Casson.
             
a. Extension Banner

Pamela Allen presented the newest Extension banner, "Ask an Agent", which features some of the most frequently asked questions from community citizens along with the website address and contact phone number for the Escambia County (FL) Extension Office.
             
b. Recent Publicity

Pamela Allen circulated several articles, postcards, and other material that emphasize Extension and the many programs offered--both in the near future and the recent past. Along with that, she added that the office website has a list of upcoming programs on the Calendar of Events as well as featured articles of interest.

Dr. Vergot mentioned that Extension will be celebrating its 100th anniversary in the United States on May 8, 2014, and a campaign to focus on its 100 years will kick off in August 2013 through next May.
             
9. New Langley Bell 4-H Center Building - Kay Brown and M. Allison Meharg

Extension Agent Kay Brown provided an overview relating to the New Langley Bell 4-H Center facility listing some of the features that include the 8,990 square foot building; 1,270 square feet of covered outdoor patios for educational activities; a large multipurpose room with flexible seating for 250 people; four learning centers; four offices and a main reception area; and exterior educational areas.

Pamela Allen mentioned that with the new building, County Events could now be held onsite rather than somewhere else as in the past. She also stated that each extension agent, outside of the 4-H agents, has a five percent youth assignment.
             
a. Plans / Fact Sheet

A copy of the plans for the new Langley Bell 4-H Center building was on display and a "fact sheet" handout was distributed. The handout provided an overview of the building and exterior educational features.
             
b. Timeline

Kay Brown gave an estimated timeline for the new Langley Bell 4-H Center facility: construction plans are 90% complete; construction request for bids to go out in late August, bids to be received and contract to be awarded in late September; ground breaking in late October; and building completion in late August 2014 under an aggressive construction schedule.
             
10. Upcoming Programs - Pamela Allen

Carol Tanskley mentioned the Master Gardeners' Fall Garden Sale the second Saturday in October. She also mentioned the successful new program, Garden Talks, that covers a variety of topics.
             
11. Other Items of Interest - Vice Chairman Casson

Extension Agent Beth Bolles gave kudos to Dorothy Lee as they worked together to address pest management within the school district.

Extension Agent Rick O"Connor mentioned Lionfish as an invasive, and sea turtle lighting.

Pamela Allen announced that Extension Agent M. Allison Meharg is leaving the University of Florida and Extension at the end of August. The University will accept applications, screen applicants and conduct interviews. The top one or two candidates will come before the Extension Council for an interview and will be required to give a presentation on a topic selected by Dr. Vergot. A handout was distributed that addressed interview questions--legal and illegal questions that can/cannot be asked.

Pamela Allen provided an update on the 4-H issue. The Dean of Extension, Dr. Nick Place, will be making the decision. The 4-H Task Force has completed its charge and submitted its final report to the Dean. The Dean will be in Escambia County on Thursday (July 18) to give his report to the Board of County Commissioners.

Larry Daniel, asked about the BP issue. Extension Agent Carrie Stevenson responded that what is left of the BP issue relates to RESTORE. There are no new known impacts.

13. Election of New Chairman - Beth Bolles

Extension Agent Beth Bolles facilitated the process of electing a new Chairman. Mark Casson was nominated but he declined stating that he wished to step back into his Vice Chairman role. Genevieve English-Charles was nominated but she declined due to out of town travel commitments. Charles Woodward was nominated and accepted the nomination. A verbal vote was taken and he was elected unanimously as the new Chairman of the Extension Council until the next official election.
             
14. Adjournment - Vice Chairman Casson

There being no further business, motion made by Genevieve English-Charles to adjourn with a second by Larry Daniel. Motion passed unanimously. Meeting adjourned by Vice Chairman Casson at 6:50 PM.
