RECOMMENDATION:
Recommendation Concerning the Naming of the Casino Beach Artificial Reef - Commissioner Robert Bender, District 4

That the Board adopt the Resolution naming the Artificial Reef that is being constructed at Casino Beach the "Charles Fennell Gonzalez, IV, Casino Beach Reef" in honor of Charlie Gonzalez, a long-time employee of Escambia County who made a positive impact in the lives of everyone that knew and worked with him.
BACKGROUND:
On January 17, 2020, Charlie Gonzalez passed away unexpectedly. The Casino Beach Artificial Reef Project was approved by the Board on May 7, 2020, and was one of the last projects that Charlie worked on. Charlie's love of the sea and always trying to educate people about the sea life will continue for years to come by everyone who enjoys this reef.
BUDGETARY IMPACT:
The cost of the memorial plaque should have a minimal financial impact on the Fiscal Year 2019-2020 Budget.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristen Hual, Senior Assistant County Attorney, prepared the Resolution and Alison Rogers, County Attorney, has approved it for legal sufficiency.

POLICY/REQUIREMENT FOR BOARD ACTION:
The Board's policy requires the approval of the Board for naming any County-owned facilities, buildings, structures, geographical areas or other property under the purview of the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon Board approval, Commissioner Bender's Office will work with staff to ensure that a memorial plaque is posted at the "Charles Fennell Gonzalez, IV, Casino Beach Reef" site.
