RECOMMENDATION:
Recommendation Concerning a Bureau of Justice Grant Application for Correctional Officer Bulletproof Vest Funding - William R. Powell, Director of Corrections

That the Board take the following action regarding the Bureau of Justice Assistance Grant Application for Correctional Officer Bulletproof Vest Funding:
 
A. Approve the Bureau of Justice Assistance Grant Application for Correctional Officer Bulletproof Vest funding request for $26,200. The Grant program requires a 50% match ($13,100) that will be paid from existing department funds. The Grant application requests the purchase of 40 bulletproof vests for Escambia County Work Annex Corrections Officers. The vests will provide potentially lifesaving measures to protect Corrections Officers that work outside the confines of the Work Annex to provide required oversight to inmate work crews disbursed throughout the County; and
 
B. Authorize the department to electronically submit the Application on behalf of the Board through the Bureau of Justice Assistance Grant portal.

BACKGROUND:
The Patrick Leahy Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998, is a U.S. Department of Justice initiative designed to provide a critical resource to law enforcement and corrections officers. This program provides 50% funding for the purchase of bulletproof vests. The Grant proposes $26,200 for the purchase of 40 vests that will be available to Work Annex Corrections Officers. These officers are routinely exposed to the public when dispatched to provide necessary oversight for inmate work crews disbursed throughout the County. The required $13,100 match will come from already approved and existing department funds. Should there be an award, the award will be brought before the Board for approval and acceptance.
BUDGETARY IMPACT:
The Grant program processes funds on a cost reimbursement basis. To fulfill the 50% match requirement, the Escambia County Corrections Department will request 50%, or up to $13,100, as reimbursement for the cost of the bulletproof vests. The match has already been identified within existing Department budgeted funds from General Fund 001, Cost Center 290202. No additional funds are being requested from the Board.

The Corrections Department Staff will manage and implement the Grant project.
