RECOMMENDATION:
Recommendation Concerning the Purchase of Hardware Equipment and Professional Services for Phase 1 of the VOIP Project - Bart Siders, Information Technology Department Director, through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action:

A. Approve the usage of NCPA (National Cooperative Purchasing Alliance) Contract 01-97, Advanced Technology Solutions Aggregator; and
 
B. Approve the issuance of a Purchase Order, in excess of $25,000, for Hardware Equipment and Professional Services from PC Specialists, Inc. D/B/A Technology Integration Group, for Phase 1 of the VOIP Project, in the amount of $280,450.96, (pricing obtained through the competitively bid NCPA Contract 01-97).

BACKGROUND:
The BCC currently has a Voice Infrastructure that is out of date and uses Plain Old Telephone (POTS) lines for voice communications at a tune of $360,000 per year.

Phase one of the VOIP Project will replace our existing end of life Cisco Call Manager Server and convert the Blanchard Building and the EOC from POTs lines to a Cisco VOIP infrastructure.  This would eliminate the need for approximately 620 POTS lines saving approximately $148,000 a year. Phase 1 will have a ROI of 1.9 years.

Phase 2 of the VOIP Project will be completed in 2021 and will convert the remaining offices to a Cisco VOIP infrastructure. Phase 2 will eliminate the need for another 600 POTS lines, saving approximately $140,000 year.

The Office of Purchasing, in conjunction with Information Technologies, will issue a Purchase Order.
