RECOMMENDATION:
Recommendation Concerning an Interlocal Cost-Sharing Agreement Between Emerald Coast Utilities Authority and Escambia County for the Chemstrand Road Pedestrian and Drainage Improvements Project - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the Interlocal Cost-Sharing Agreement between Emerald Coast Utilities Authority (ECUA) and Escambia County for the Chemstrand Pedestrian and Drainage Improvements Project:

A. Approve the Interlocal Cost-Sharing Agreement between Emerald Coast Utilities Authority and Escambia County for the Chemstrand Road Pedestrian and Drainage Improvements Project;
 
B. Authorize the Chairman to sign the Interlocal Cost-Sharing Agreement; and

C. Authorize the Chairman to sign any subsequent documents for this project as allowed by this Agreement.  

[Funding:  ECUA will reimburse the County for 50% of potable water and general construction costs incurred and invoiced, up to $100,000, as outlined in the Agreement. County funds are available in Fund 353/Local Option Sales Tax (LOST) IV, Cost Center 210106, Object Code 56301, Project Number 18EN0295]

This project is located in Commission District 5. 
BACKGROUND:

The Engineering Department, in coordination with ECUA and David Fitzpatrick Engineering, will complete the construction plans for the Chemstrand Road (Nine Mile to Ten Mile) Pedestrian and Drainage Improvement Project, also known as Chemstrand Road (Nine Mile to 10 Mile) Sidewalks, to provide pedestrian facilities, bike paths, drainage improvements, and roadway reconstruction along Chemstrand Road between Nine Mile Road and Ten Mile Road. Sidewalks will begin at the north end of the existing sidewalks just north of Nine Mile Road and will tie to the existing sidewalks just south of Ten Mile Road. Approximately 3,915 linear feet of sidewalks will be added to each side of the road, totaling over 7,800 linear feet.

To facilitate sidewalk construction, existing drainage will need to be modified and new drainage features will be installed throughout the project. The additional drainage features will conflict with existing utilities and an Interlocal Cost-Sharing Agreement with ECUA will be utilized to share the cost to improve an existing potable water system that requires replacement.

Since the County and ECUA have identified funds to proceed with construction, this Interlocal Cost-Sharing Agreement is prepared to establish a budget for reimbursement funds, in a not-to-exceed amount of 50% of the replacement costs, estimated to be $100,000, from ECUA. After bids are received, percentages may be adjusted as needed to reflect actual bid costs instead of estimated construction costs.

BUDGETARY IMPACT:

The Interlocal Cost-Sharing Agreement has been approved as to form and legal sufficiency by Stephen West, Senior Assistant County Attorney.

Board policy requires Board approval of all Agreements.

IMPLEMENTATION/COORDINATION:

Upon approval by the BCC, implementation of the project will be a coordinated effort between ECUA and Escambia County Engineering. Specifications will be provided to Purchasing to put out for solicitation.
