Recommendation Concerning the Issuance of a Fiscal Year 2019/2020 Purchase Order, in Excess of $25,000, for Chemstrand Road Sidewalks, for the Engineering Department - Joy Jones, P.E., Engineering Department Director
That the Board, for Fiscal Year 2019/2020, approve the issuance of blanket and/or individual Purchase Orders, in excess of $25,000, based upon previously-awarded Contracts, Contractual Agreements or annual requirements for the Engineering Department:

| BACKGROUND: |
The Engineering Department utilizes the Abbreviated Selection Procedure to award design Contracts for projects under $50,000. The documentation for this selection process is provided.
Firms were ranked as following on April 22, 2020:
1. David Fitzpatrick, P.E., P.A;
2. Kenneth Horne and Associates, Inc.; and
3. Fabre Engineering, Inc.
Negotiations with David W. Fitzpatrick, P.E., P.A., were held May 14, 2020.
The Board awarded a continuing Contract, Contract PD 02-03.79 "Professional Services as Governed by Florida Statute 287.055", which shall provide for the issuance of individual Task Orders based on specific scopes of work. Task Orders are individually negotiated based on a Fee Schedule and any additional negotiated services required within the scope of work.
This Task Order will be awarded to David Fitzpatrick, P.E., P.A., to provide engineering services to include upgrading the design of a sidewalk and roadway reconstruction plan along Chemstrand Road between Nine Mile Road and Ten Mile Road.
Previously, David Fitzpatrick, P.E., P.A., provided design for Chemstrand Road (Nine Mile to Ten Mile) Pedestrian and Drain Improvement Project, also known as Chemstrand Road (Nine Mile to Ten Mile) Sidewalks, to provide pedestrian facilities, bike paths, drainage improvements, and roadway reconstruction along Chemstrand Road between Nine Mile Road and Ten Mile Road. The project design included sidewalks beginning at the north end of the existing sidewalks just north of Nine Mile Road and will tie to the existing sidewalks just south of Ten Mile Road. The existing design has approximately 3,915 linear feet of sidewalks and bike paths to be added to each side of the road, totaling over 7,800 linear feet.
The project was placed on hold in December 2014, due to construction funding needs. Since then, several utilities have been added and/or relocated in the area. Fitzpatrick Engineering will be tasked with reevaluating and updating the plans to include the changes. Fitzpatrick will include water main design changes where needed to accommodate project improvements. ECUA will enter into a Cost Sharing Agreement with Escambia County for those changes. Fitzpatrick Engineering will also provide bidding services and as-built certification for post construction close-out. |

| This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchases and Contracts. Per the guidance received at the October 3, 2019, Board meeting, all purchases over $25,000 must be approved by the Board. |

| Upon approval, the Office of Purchasing will issue a Purchase Order. |
