RECOMMENDATION:
Recommendation Concerning the Locally-Funded Agreement for Interstate Circle Over 8 Mile Creek (Bridge No. 484071) Bridge Replacement Project (Project #442920-1-32-01) - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning the Locally-Funded Agreement between the State of Florida Department of Transportation and Escambia County, Florida, Project #442920-1-32-01, for Interstate Circle over 8 Mile Creek (Bridge No. 484071) Bridge Replacement Project:

A. Adopt and authorize the Chairman to sign the Resolution authorizing the Locally-Funded Agreement (LFA); and

B. Approve and authorize the Chairman to sign the LFA between Escambia County, Florida, and the State of Florida Department of Transportation (FDOT) for Interstate Circle over 8 Mile Creek (Bridge No. 484071) Bridge Replacement Project (Project #442920-1-32-01.

This project is located in Commission District 1.

BACKGROUND:
As part of their annual bridge inspections, Florida Department of Transportation (FDOT) maintenance staff have identified Interstate Circle Bridge over 8 Mile Creek as functionally obsolete since 2000 and structurally deficient from 2017-2019. The bridge was rehabilitated in 2019 to prevent it from closing and to extend its life until replacement. The bridge was built in 1970 with a design life of 35 years and is now at the end of its useful life. The current posting for this bridge is 7 Tons for a single unit. As a result of the inspection, the bridge was submitted by FDOT Maintenance as a candidate for the State's Work Program (Design Fiscal Year 2021). FDOT manages the work program which provides for the design and construction of a replacement bridge with the county funding 25% of the project, and the state funding 75%. FDOT will manage the design process and construction.
BUDGETARY IMPACT:
Funds are available in Local Option Sales Tax (LOST) IV, Fund 353, Cost Center 210106, Object Code 56301, Project #19EN0749, FY 2021 $175,000.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Locally-Funded Agreement and the Resolution were reviewed and approved by Stephen G. West, Senior Assistant County Attorney.
PERSONNEL:
No new personnel will be required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board policy requires Board approval of all Agreements.
IMPLEMENTATION/COORDINATION:
Upon approval, Engineering staff will transmit the signed LFA to FDOT for execution. Once the LFA is executed, funds will be forwarded to FDOT for the project. Staff will continue to coordinate with FDOT as necessary.
