| RECOMMENDATION: |
Recommendation Concerning the Locally-Funded Agreement for County Road 4 Over Canoe Creek (Bridge No. 480039) Bridge Replacement Project (Project #437699-1-32-01) - Joy Jones, P.E., Engineering Department Director
That the Board take the following action concerning the Locally-Funded Agreement (LFA) between the State of Florida Department of Transportation and Escambia County, Florida, Project #437699-1-32-01, for County Road (CR) 4 over Canoe Creek (Bridge No. 480039) Bridge Replacement Project:
A. Adopt and authorize the Chairman to sign the Resolution authorizing the Locally-Funded Agreement (LFA); and
B. Approve and authorize the Chairman to sign the Locally Funded Agreement (LFA) between the State of Florida Department of Transportation (FDOT) and Escambia County, Florida, for County Road (CR) 4 over Canoe Creek (Bridge No. 480039) Bridge Replacement Project (Project #437699-1-32-01).

| BACKGROUND: |
The bridge on County Road (CR) 4 over Canoe Creek was built in 1942, designed for a 35-year life span. In 2019, during their annual bridge inspections, Florida Department of Transportation (FDOT) maintenance staff identified this bridge as structurally deficient and submitted it as a candidate for the State's Work Program (Design FY 2021). FDOT manages the work program which provides for the design and construction of a replacement bridge, with the county funding 25% and the state funding 75% of the project. FDOT will manage the design process and construction.
Based on the FDOT report, and to prevent closure of the bridge, rehabilitation work was performed earlier this year. |

| No new personnel will be required. |
| POLICY/REQUIREMENT FOR BOARD ACTION: |
| Board policy requires Board approval of all Agreements. |
| IMPLEMENTATION/COORDINATION: |
| Upon approval, Engineering staff will transmit the signed LFA to FDOT for execution. Once the LFA is executed, funds will be forwarded to FDOT for the project. Staff will continue to coordinate with FDOT as necessary. |
