RECOMMENDATION:
Recommendation Concerning the Scheduling of a Public Hearing for Consideration to Amend the Escambia County Code of Ordinances Relating to Traffic and Vehicles - Joy D. Blackmon, P.E., Public Works Department Director

That the Board authorize the scheduling of a Public Hearing for July 11, 2013, at 5:36 p.m., for consideration to amend Volume 1, Chapter 94, Article 1, Section 94-1 of the Escambia County Code of Ordinances relating to Traffic and Vehicles.

A change in the verbiage to "The County Engineer, or designee, at his/her discretion, may provide public notice prior to any such limitation becoming effective" would provide clarification to the process/practice.
BACKGROUND:
The Ordinance currently indicates that the County Engineer will provide a notice for any type of limitation. Traffic Operations does not post public notices every time a regulation is changed or implemented. The need for such notice is determined on a case-by-case basis depending on the activity/regulation change. For example, lowering a residential speed limit from 30 to 25 should not require public notice. However, activities such as implementing multi-way stop conditions or effecting a change in traffic patterns most certainly require advance public notice by means that may include, but are not limited to static warning or informational sign installations at/near the pending activity, variable message signs and informational releases to radio/news agencies and public works/emergency response agencies.
