RECOMMENDATION:
Recommendation Concerning Letters of Support for the State Legislature - Joy Jones, P.E., Engineering Department Director

That the Board authorize the Chairman to sign the following three letters of support:

A. Letter of Support to the Honorable Doug Broxson, Chair of the Escambia County Legislative Delegation, supporting the Department of Transportation's (FDOT) Fiscal Year 2020-2024 5-Year Work Program;

B. Letter of Support to the Honorable Doug Broxson, Chair of the Escambia County Legislative Delegation, supporting the funding of Transportation and Economic Related Grant Programs; and

C. Letter of Support to the Honorable Doug Broxson, Chair of the Escambia County Legislative Delegation, supporting Emerald Coast Utility Authority's (ECUA) Brownsville Septic to Sewer Expansion.
BACKGROUND:
Following discussion with the Board at its September 12, 2019, Committee of the Whole meeting, staff recommends that the Board approve and authorize the Chairman to sign the following three Letters of Support:

A. Letter to the Honorable Doug Broxson, Chair of the Escambia County Legislative Delegation, to publicly support FDOT's Fiscal Year 2020-2024 5-Year Work Program. This Letter of Support acknowledges the Board's desire to strengthen its bond between FDOT, Escambia County, and its citizens. The Letter of Support will publicly recognize the significant amount of resources (funding, cooperation, collaboration, etc.) that FDOT has provided for many years and plans to continue to provide in the current Work Program (approximately $420M) to Escambia County; 

B. Letter to the Honorable Doug Broxson, Chair of the Escambia County Legislative Delegation, to publicly express to Senator Broxson and the delegation our appreciation for the various transportation and economic-related grant programs that are generously provided by the State of Florida. These grant programs benefit Escambia County in many ways (infrastructure improvements, economic development, environmental, quality of life enhancements, etc.). Escambia County continuously seeks and applies for funding opportunities for job creation projects. The County has been successful in securing financial assistance from many of the State's programs (including the Economic Development Transportation Fund (EDTF) which provides funding for portions of the ongoing Muscogee Road Freight Corridor Improvement Project and County Incentive Grant Program (CIGP) for Navy Boulevard Access Management and Beautification Project, etc.). The County hopes that the State will continue to provide these beneficial programs and that they will fund each program every year to the maximum amount allowed; and

C. Letter to the Honorable Doug Broxson, Chair of the Escambia County Legislative Delegation, supporting the Emerald Coast Utility Authority's (ECUA) Sewer Expansion Program, Phase I and II in the Brownsville Community. The Board desires to reduce nutrient loading from septic tanks into Bayou Chico. Bayou Chico has a state-approved Total Maximum Daily Load (TMDL) established for nutrients and bacteria. This  ECUA project will help meet the requirement of the TMDL, and will help facilitate commercial redevelopment opportunities by making sewer available to over 50 commercially-zoned properties within the Brownsville community. Brownsville has a locally-established Community Redevelopment Area and this project will assist in meeting goals in the redevelopment process.
