| RECOMMENDATION: |
Recommendation Concerning an Application for Certificate of Need and Notification of Corporate and "DBA" Name Change for NRC Gulf Environmental Services, Inc. - Patrick T. Johnson, Waste Services Department Director
That the Board take the following action concerning an Application for Certificate of Need and Notification of Corporate and "DBA" name change for NRC Gulf Environmental Services, Inc., formerly operating as Progressive Environmental Services, Inc., d/b/a SWS Environmental Services:
A. Approve the Application for Certificate of Need permitting NRC Gulf Environmental Services, Inc., to operate in Escambia County d/b/a NRC Gulf Environmental Services, Inc.; and
B. Authorize the Chairman to sign the Certificate.

| BACKGROUND: |
An Application for Certificate of Need has been submitted to the Waste Services Department by NRC Gulf Environmental Services, Inc., d/b/a NRC Gulf Environmental Services, Inc., to operate in Escambia County. This company (formerly Progressive Environmental Services, Inc.) has serviced Escambia County by providing the collection and transportation of solid waste directly from commercial sites to the County’s landfill.
NRC Gulf Environmental Services, Inc., formerly operated under the name Progressive Environmental Services, Inc., d/b/a SWS Environmental Services, Inc., but as of July 15, 2019 has changed its corporate name to NRC Gulf Environmental Services, Inc., d/b/a NRC Gulf Environmental Services, Inc. The Escambia County Code of Ordinances, Chapter 82 Solid Waste, stipulates that each entity must hold a valid Certificate of Need and a Solid Waste Management Permit in order to manage solid waste in Escambia County. An executed Certificate of Need is valid indefinitely unless a change in name or ownership occurs. |

| The required Permit Application Fee of $150 has been deposited into Fund 401, Solid Waste, Account Number 343402. |

| POLICY/REQUIREMENT FOR BOARD ACTION: |
| This recommendation is consistent with the Board of County Commissioners mission “To provide efficient, responsive services that enhance our quality of life, meet the common needs, and promote a safe and healthy community.” |
| IMPLEMENTATION/COORDINATION: |
| Following approval of this recommendation, original Certificates of Need will be distributed to the Clerk of the Court, the issuing department and the applicant. A Solid Waste Management Permit will then be issued and distributed accordingly. Compliance with insurance requirements for permits was coordinated with the Office of Risk Management. |
