RECOMMENDATION:

Recommendation Concerning Approval of Assignment of Agreements with David Morgan, Sheriff of Escambia County, Florida, relating to Contracts for Reimbursement of Training Expenses.

That the Board take the following action:

A. Approve the Assignment of Agreements; and

B. Authorize the Chairman to sign the Assignment of Agreements.

BACKGROUND:

The Sheriff previously retained employees in the capacity of detention deputy trainees with said employees' continued employment as a full-time detention deputy contingent upon completing the necessary training and receiving state certification from the Florida Department of Law Enforcement. The Sheriff and each employee previously entered into a Contract for Reimbursement of Training Expenses wherein the Sheriff agreed to fund the necessary training of said employees for which the employees agreed to continue said employment as a detention deputy for at least two years following completion of the training program or otherwise be subject to an obligation to reimburse the Sheriff for said training expenses.

Effective October 1, 2013, the County shall assume responsibility for the operation of the Escambia County Jail. All such employees referenced in the Assignment shall become County employees, and the County shall assume the right, duties, and obligations of the Sheriff as provided in the original Contracts for Reimbursement.
