RECOMMENDATION:
Recommendation Concerning Supplemental Budget Amendment #268 for Employee Raises and Jail Transition - Amy Lovoy, Management and Budget Services Department Director

That the Board adopt the Resolution approving Supplemental Budget Amendment #268, Internal Services Fund (501) and the General Fund (001), in the amount of $1,028,436 transferring funds from the Internal Services Fund to the General Fund to provide monies for the differential necessary to fund employee raises ($528,436) and to fund the estimate of the leave buy-downs for employees of the Detention System.
BACKGROUND:
The County has identified about $528,436 in cost increases as a result of the jail transition.  Many of these costs will be incurred prior to the end of the fiscal year.  In addition the Board will seek to buy-down certain leave balances held by employees of the detention system.  Funding for these cost increases was to come from the monies set aside for employee raises in FY 14.  This would have decreased the percentage COLA available to employees.  To fully fund a 3% COLA increase funds will be taken from the health insurance rebate. 
BUDGETARY IMPACT:
The County received $2,628194 in a health insurance rebate.  Approximately $523,000 will remain after this budget amendment.
