RECOMMENDATION:
Recommendation Concerning an Agreement Between the Florida Fish and Wildlife Conservation Commission and Escambia County - Keith Wilkins, Community & Environment Department Director

That the Board take the following action concerning the FWC Contract #12485, State of Florida, Fish and Wildlife Conservation Commission Grant Agreement for "Land Acquisition for Recovery and Management of Perdido Key Beach Mice," Escambia County, FL Habitat Conservation Plan Land Acquisition:

A. Approve the Agreement between the Florida Fish and Wildlife Conservation Commission and Escambia County, to provide Federal funding for land acquisition for recovery and management of Perdido Key beach mice with a Grant award, in the amount of $2,364,522; and
 
B. Authorize the Chairman to sign the Agreement and any related documents necessary to implement this Grant award.

[Funding:  Grant amount is $2,364,522 with a 26% local match.  The 26% match is identified in LOST III, Fund 352:  Project 08NE0072 (Perdido Key HCP), $70,901; Project 08NE0048 (Primary Dune Restoration), $18,473; Project 12NE1712 (Perdido Key Access), $688,500; and Project 08NE0028 (Environmentally Sensitive Lands), $30,000]
BACKGROUND:
In association with the pending Perdido Key Programmatic Habitat Conservation Plan, Escambia County has committed to purchase and protect twelve acres of Perdido Key beach mouse habitat as mitigation to facilitate private development on Perdido Key.  To assist purchasing habitat, Escambia County has been awarded a federal grant of $2,364,522.  Purchased property will conserve 75% of beach mouse habitat with 25% having a local public use providing access to the Gulf of Mexico.  A 4.13 acre parcel on the Gulf of Mexico is being evaluated for purchase under this Grant and is expected to be brought forward to the Board for its consideration later this Fall (appraised value $3.15 million).  
BUDGETARY IMPACT:

LEGAL CONSIDERATIONS/SIGN-OFF:
This contract has been reviewed and approved as to form and legal sufficiency by Stephen West, Assistant County Attourney.
PERSONNEL:
Community & Environment Department/Water Quality and Land Management (CED/WQLM) staff will manage this Grant award.
POLICY/REQUIREMENT FOR BOARD ACTION:
This action is consistant with the Board's policy to "seek all available federal and state financial assistance to increase public access to the shoreline" (COA 2.2.7). 
IMPLEMENTATION/COORDINATION:
Community & Environment Department staff has coordinated with the U.S. Fish and Wildlife Service, Florida Fish and Wildlife Conservation Commission, Trust for Public Lands, Parks and Recreation Department and the Public Works Department regarding the development and pending implementation of this Grant.
