RECOMMENDATION:
Recommendation Concerning the Contract Award for the Sheriff's Office Restroom Renovation Project - Cassie Boatwright, Facilities Department Director, through Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Emerald Coast Constructors, Inc., per the terms and conditions of PD 19-20.085, Sheriff's Office Restroom Renovation, in the amount of $348,000.

This project is located in District 3.
BACKGROUND:
This project is for the renovations and creation of restroom facilities in the Sheriff’s Administration Building, located at 1700 West Leonard Street. The current restrooms are in the original section of the facility constructed in 1979 and have not been improved since initial construction. The project will create needed ADA accessibility and update the existing restrooms. This project was included in the Sheriff’s LOST IV projects for 2020.

An Invitation to Bid for PD 19-20.085, Sheriff's Office Restroom Renovation, was publicly noticed to 246 registrants via Vendor Registry on August 5, 2020. Four firms submitted bids. Emerald Cost Constructors, Inc., submitted the lowest, responsive bid at $348,000.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Agreement is the Form "A" Construction - A/E Designed Agreement.

All work associated with this Recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreement as well as the Purchase Order.
