| RECOMMENDATION: |
Recommendation Concerning the Issuance of a Fiscal Year 2020-2021 Purchase Order, in Excess of $25,000, for the Extension Services Department - Nick Simmons, Extension Services Department Director
That the Board, for the Fiscal Year 2020-2021, approve the issuance of an individual Purchase Order, in excess of $25,000, for the Extension Services Department to fund a contract part-time Program Assistant for 12 months. The Escambia County 4-H Foundation, Inc., provides the funding for this position and no County funds will be expended.

| BACKGROUND: |
The issuance of this Purchase Order for Fiscal Year 2020-2021, is necessary to ensure continuity of 4-H services provided by the Board of County Commissioners to the youth of Escambia County. This position is currently hired through Blue Arbor Staffing & Employee Screening, Inc., under the County's continuing contract for temporary labor services. This Program Assistant acts as support for the 4-H Agents through providing 4-H programming to youth at schools and community centers throughout Escambia County.
The Escambia County 4-H Foundation, Inc., provides the funding for this Program Assistant position in order to deliver quality 4-H programming to Escambia County's youth. Escambia County 4-H Foundation, Inc., will provide a check for the entire amount, which will be deposited with the Clerk & Comptroller's Office on October 1, 2020.

| POLICY/REQUIREMENT FOR BOARD ACTION: |
| This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida, 1999, Chapter 46, Finance, Article II, Purchases and Contracts. As noted in the background, this Purchase Order is needed for continued 4-H programming. |
| IMPLEMENTATION/COORDINATION: |
| Extension Services staff will coordinate with Blue Arbor Staffing & Employee Screening, Inc., to implement this Purchase Order. A check from Escambia County 4-H Foundation, Inc., written for the entire amount, will be deposited with the Clerk & Comptroller's Office on October 1, 2020. |
