Recommendation Concerning the Issuance of Fiscal Year 2020/2021 Purchase Orders in Excess of $25,000 - Todd Humble, Library Services Department Director
That the Board, for Fiscal Year 2020/2021, approve the issuance of blanket and/or individual purchase orders in excess of $25,000, based upon previously awarded contracts, contractual agreements, or annual requirements for the Library Services Department as follows:

| BACKGROUND: |
| The issuance of these Purchase Orders is necessary to ensure continuity of services traditionally provided by the Board of County Commissioners to the citizens of Escambia County. There are no book wholesale jobbers in Escambia County. Multiple vendors are available on the Florida Department of Management Services State Alternative Contract Source for Library Materials #55101500-ACS-17-1. The West Florida Public Libraries will obtain costs from various suppliers on the agreement to purchase materials at the most favorable rate to the County. The purchase of books and materials is part of the budget for operating supplies for the West Florida Public Libraries and is funded by the Library Fund 113. |
| BUDGETARY IMPACT: |
| Funds are available in the budget under Library Fund (113), Operations (110501), Other Contractual Services (53401) for items A thru C. Funds are available in the budget under Library Fund (113), Operations (110501), Books/Publicat/Libr. Mat (56601) for items D and E. |
| LEGAL CONSIDERATIONS/SIGN-OFF: |
| All Library Services Contracts are reviewed by the County Attorney's Office. |
| PERSONNEL: |
| Library accounting staff will submit Purchase Orders to Purchasing upon Board approval. |
| POLICY/REQUIREMENT FOR BOARD ACTION: |
| This Recommendation is in compliance with the provisions of the Code of Ordinances of Escmabia County, Florida. Chapter 46, Finance, Article II Purchases and Contracts. |
| IMPLEMENTATION/COORDINATION: |
| Upon Board approval, Library Services Department will be able to move forward on purchases of goods and services needed to provide library services to the citizens of Escambia County for Fiscal Year 2020/2021. |
