RECOMMENDATION:
Recommendation Concerning the Notice of Grant and Agreement Award from the U. S. Department of Agriculture, Natural Resources Conservation Service, in the Amount of $242,414.90, for the Pensacola Bay Nutrient Reduction Project - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the Notice of Grant and Agreement Award for the Pensacola Bay Nutrient Reduction Project:

A. Accept and approve the Notice of Grant and Agreement Award, Cooperative Agreement of Award No. N1220CPT0010979, between the U.S. Department of Agriculture - Natural Resources Conservation Service Florida State Office and Escambia County, in the amount of $242,414.90, for the Pensacola Bay Nutrient Reduction Project; and

B. Authorize the Chairman or Vice Chairman to sign the Agreement and other future Agreement-related documents, including no cost extensions, pending Legal review and approval, without further action of the Board to complete the Project.

BACKGROUND:
The U.S. Department of Agriculture (USDA) - Natural Resources Conservation Service (NRCS) has been awarded funding through Natural Resources Damage Assessment (NRDA) to implement agriculture-based conservation practices in northwest Florida. The Project was included in the Florida Trustee Implementation Group (TIG) Final Restoration Plan I and Environmental Assessment approved on October 28, 2019. Total Project cost is $2.1M. The Project is intended to reduce nutrient loading to the Pensacola Bay System through the implementation of agriculture-based conservation practices. The Project will be focused on two Hydrologic Unit Code (HUC) 12 watersheds. Sandy Hollow-Pine Barren Creek is located in northern Escambia County. Moore Creek is located in northwestern Santa Rosa County. A project location map has been provided as an attachment to this Recommendation. The Project will build upon efforts made by the existing Environmental Quality Incentives Program (EQIP) administered locally by NRCS.

Under the Agreement, Escambia County Natural Resources Management personnel will provide technical assistance with outreach, conservation planning, conservation practice engineering and design, conservation practice implementation, and monitoring. Assistance will be provided over the expected four-year lifespan of the project. Reimbursement will be provided for project-related salaries, fringe benefits, travel expenses, equipment, supplies, laboratory analysis, and other ancillary program costs.
BUDGETARY IMPACT:
Funding Source: Fund 118, Gulf Coast Restoration Fund, Cost Center to be determined at the time of Supplement Budget Amendment. NRCS agrees to reimburse 100% of all approved budget period costs incurred, up to and not exceeding total funding of $242,414.90. No County matching funds are required.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Senior Assistant County Attorney, approved the Agreement as to form and legal sufficiency on September 2, 2020.
PERSONNEL:
This project will be managed by the Natural Resources Management Department. Personnel from the Natural Resources Conservation and Water Quality and Land Management Divisions will provide technical assistance to NRCS.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy Section II.A. requires approval of Grants.
IMPLEMENTATION/COORDINATION:
