RECOMMENDATION:
Recommendation Concerning Acceptance of Two Drainage Easements for the Robinson Street Dirt Road Paving and Drainage Improvements Project - Cassie Boatwright, Facilities Management Director

That the Board take the following action concerning the acceptance of two Drainage Easements for the Robinson Street Dirt Road Paving and Drainage Improvement Project:

A. Accept the donation of two Drainage Easements located in Saverna Park Subdivision for the Robinson Street Dirt Road Paving and Drainage Improvement Project;

B. Authorize the payment of documentary stamps considering the property is being donated for governmental use for drainage improvements, and the County benefits from the acceptance of this property, which enhances the safety and well-being of the citizens of Escambia County;

C. Authorize the payment of incidental expenditures associated with the recording of documents; and

D. Authorize the Chairman or Vice Chairman to accept the Easements, as of the day of delivery of the Easements to the Chairman or Vice Chairman, and authorize the Chairman or Vice Chairman to acknowledge the Board's acceptance at that time.

This property is located in Commission District 5.
BACKGROUND:

Robinson Street, from Taylor Street to the north end, is a County-maintained dirt road in Cantonment. This project is currently programmed for design and construction in 2025 and 2026, respectively, under the Dirt Road Paving Program. The unpaved portion Robinson Street will require right of way acquisition from 25 property owners. In some areas, the road is only wide enough for one-way traffic. Currently, stormwater is not managed considering roadside ditches to convey runoff are non-existent. 

The project would increase Robinson Street roadway widths and manage stormwater runoff. Ultimately, the new roadway would meet Escambia County standards and have two lanes, each 12-feet wide, with surface and subsurface drainage features.  

Currently, a portion of Robinson Street's stormwater runoff outfalls between 848 and 852 Jacob's Way (the Barnett and Eaton parcels), which are lots located within the neighboring Saverna Park Subdivision. Acquisition of these two Drainage Easements are necessary to manage stormwater and to provide an adequate positive drainage outfall route for Robinson Street. 

BUDGETARY IMPACT:
Funds for incidental expenses associated with the recording of documents are available in an Engineering Escrow Account accessed by the Clerk's Office. 
LEGAL CONSIDERATIONS/SIGN-OFF:
The Drainage Easements were approved as to form and legal sufficiency by the County Attorney's office.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Upon Board approval, County Staff will proceed in compliance with Section 46-139 of the Escambia County code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon board approval, Staff will have the Drainage Easements recorded in the public records of Escambia County, Florida.
