RECOMMENDATION:
Recommendation Concerning Access Authorization for 200 West Fairfield Drive Property to U. S. Department of Environmental Protection - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board approve and authorize the County Administrator to sign the Access Authorization for 200 West Fairfield Drive Property granting authorization to the United States Environmental Protection Agency (and authorized representatives) to have access to the property to conduct sampling, investigations, and environmental assessments.
BACKGROUND:
The U.S. EPA is conducting environmental assessment and investigation of possible soil and groundwater contamination on the parcel of property adjacent to the Escambia County Animal Control Facility (see attached Exhibit A). The adjacent parcel was historically part of a scrap metal and recycling operation circa 1950’s to 1990’s. This investigation by the U.S. EPA is part of an ongoing evaluation of the property under the Comprehensive Environmental Response Compensation and Liability Act (CERCLIS). This program is tasked with assessing sites with confirmed or suspected contamination to document whether a hazardous substance has occurred and to evaluate potential threats to nearby receptors, including but not limited to, drinking water wells and surface water bodies. The information collected during the assessment is used to complete a Hazard Ranking System (HRS) evaluation.  The HRS score and the supporting site information are then evaluated by the EPA in determining whether the site should be included on the National Priorities List (NPL) and cleaned up under the Superfund program.
BUDGETARY IMPACT:
There is no budgetary impact associated with this recommendation.

The Access Authorization was reviewed by Stephen G. West, Senior Assistant County Attorney.
PERSONNEL:
No impact to personnel associated with this recommendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Providing access to county-owned property for the purpose of conducting sampling, investigations and environmental assessments requires Board approval.
IMPLEMENTATION/COORDINATION:
The Brownfields Coordinator will coordinate with U.S. EPA as it relates to this project.
