RECOMMENDATION:
Recommendation Concerning Contract Award for Professional Services to Provide Title V Compliance Reporting for the Perdido Landfill - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Stearns, Conrad, and Schmidt, Consulting Engineers, Inc., d/b/a SCS Engineers, per the terms and conditions of PD 17-18.083, Professional Services to Provide Title V Compliance Reporting for the Perdido Landfill, for a lump sum of $190,371 for a two- year term of professional services.

BACKGROUND:
EPA's Title V Clean Air Act Amendment Regulations 40 CFR 60, 61, 63 along with EPA's Greenhouse Gas Reporting Program (GHGRP) 40 CFR Part 98, and FDEP Rule(s) 62-4, 62-204, 62-210, 62-213, 62-296, 62-297 all require the collection, reporting, and storage of large amounts of landfill gas (LFG) data and records. An estimated 1500 Professional Service man hours are required for this compliance effort for the next two years. Scope of work includes but not limited to: Title V Air Operation Permit Renewal, Monthly Data Analysis, Semiannual Reports, Annual Title V Statement of Compliance, Annual Operating Report and Emission Estimate, Greenhouse Gas Reporting and Landfill Gas System Phasing Plan.

Requests for Letters of Interest, PD 17-18.083, Professional Services to Provide Title V Compliance Reporting for the Perdido Landfill, was publicly noticed in the Pensacola News Journal on July 9, 2018. It was also sent directly to twenty one firms via the GFS email system. Responses were received from two firms onJuly 25, 2018. Discussions were held with two firms on August 10, 2018. The selection committee ranked the firms in the following order:
  1. Stearns, Conrad, and Schmidt, Consulting Engineers, Inc., d/b/a SCS Engineers
  2. Geosyntec Consultants, Inc.
Negotiations were held with Stearns, Conrad, and Schmidt, Consulting Engineers, Inc., d/b/a SCS Engineers, on August 24, 2018 resulting with a final negotiated total fee of $190,371 for a two (2) year term of professional services.

Attorney Standard Form of Contract, Form G: Consulting Services for Stand Alone Projects.
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, Fl 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G: Consulting Services for Stand Alone Projects.
