Recommendation Concerning Voluntary Vision Insurance - Eric Kleinert, Human Resources Department Director
That the Board take the following action concerning Voluntary Vision Care Insurance:
A. Approve the awarding of a three-year Contract to Humana Insurance Company for vision care administration, effective January 1, 2019, to December 31, 2021, for a period of 36 months; and
B. Authorize the County Administrator to sign the Humana Specialty Benefits Annual Renewal Acknowledgement for vision care coverage with Humana and Escambia County (Agreement/Contract will be drafted upon approval of this Board Action).

BACKGROUND:
USI solicited the market for the County and received seven proposals from the following:
Guardian Ameritas
Humana Insurance Company Met Life Insurance Company
The Standard Sun Life Financial
Lincoln National Life Insurance Company
The County has received a three year guaranteed rate for vision care insurance. Frame allowance moves from the current wholesale to retail cost. A diabetic rider is part of the program, which includes five additional tests, including retinal imaging, which is covered at 100%, with no co-pay, twice a year. Also, employees will receive a 9.2% reduction on current premiums. Per our present enrollment, employees will receive an approximately $11,893 savings per year or a total of $35,679.

PERSONNEL:
The Human Resources Department will conduct open enrollment meetings and service all employee groups. All appointing authorities (payrolls) will be advised of any administrative changes in the program.
POLICY/REQUIREMENT FOR BOARD ACTION:

IMPLEMENTATION/COORDINATION:
A voucher will be the instrument utilized for making payment against the Contract. The Human Resources Department will coordinate with the County Attorney’s Office and other appointing authorities to ensure changes are made.
