That the Board approve and authorize the County Administrator to execute the following Change Order Number 1 to Purchase Order 161571, Texas A&M University Office of Sponsored Research Services, for fish tissue analysis and reporting for the Ex-Oriskany Artificial Reef Site:

BACKGROUND:
On January 21, 2016, the Escambia County Board of County Commissioners approved the Grant Agreement for the Ex-Oriskany PCB Artificial Reef Monitoring Project No. 15104, between the State of Florida, Florida Fish and Wildlife Conservation Commission (FWC) and Escambia County in the amount of $45,000 with a Grant expiration date of December 31, 2017.  Subsequently, Purchase Order 161571 was opened for $45,000 to the Texas A&M Office of Sponsored Research Services for fish tissue analysis and reporting of 209 individual PCB congeners as required by FWC under the grant scope of work.

On January 19, 2017, the BCC approved Amendment No. 15104-1 with FWC which increased the funding from $45,000 up to $90,000 and extended the grant expiration date from December 31,2017 to December 31, 2018.  Subsequently, on January 18, 2018, the BCC approved Amendment No. 15104-2 with FWC which increased the funding from $90,000 up to $105,750 and extended the grant expiration date from December 31, 2018 to December 31, 2019.

Change Order No. 1 to Purchase Order 161571 in the amount of $9,750 is needed to pay for additional fish tissue analysis of samples in fiscal year 2018.

This Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of this Recommendation, a change order request will be submitted to the Office of Purchasing for processing.
