Issue:    Purchase of Five Vehicles for Public Safety - Fire Department

RECOMMENDATION:
Recommendation Concerning the Purchase of Five Vehicles for Public Safety - Fire Department - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action:

A. Authorize the County to utilize the Florida Sheriffs Association Contract (FSA17-VEL 25.0), in accordance with the Escambia County, Florida Code of Ordinances, Chapter 46, Article II, Section 46-44, Application; Exemptions; and Section 46-64, Board approval for the following vehicles:
 
1. One 2019 Ford Police Interceptor Utility AWD (model K8A), at a price of $29,569, solicitation VE 17-18.024;

2. Two 2019 Chevrolet Silverado 2500 4wd Crew Cab LWB (model CK25943), at a price of $39,781 each, for a total of $79,562, solicitation VE 17-18.025; and

3. One 2019 Chevrolet Silverado 1500 4wd Double Cab (model CK15753), at a price of $27,589, solicitation VE 17-18.026;

B. Authorize the issuance of a Purchase Order for the four vehicles noted above, for the Public Safety-Fire Department, to Garber Ford, Inc., in the amount of $136,720, according to the specifications outlined in Specification Numbers VE 17-18.024, VE 17-18.025, and VE 17-18.026; and

C. Authorize the issuance of a Purchase Order for one Ram 3500 Tradesman 4x4 Reg Cab 8’ Box (model D28L62) vehicle, for the Public Safety-Fire Department, to Hill-Kelly Dodge Chrysler Jeep, in the amount of $36,917.77, according to the specifications outlined in Specification Number VE 17-18.027.

In an effort to encourage competition for local businesses, and in compliance with Board-adopted policy, these vehicle purchases were advertised on the Escambia County web site for thirty days.  One response was received for VE 17-18.027, and no responses were received from local vendors for VE 17-18.024, VE 17-18.025, and VE 17-18.026.

BACKGROUND:
In accordance with Board Policy adopted on September 16, 2013 regarding the posting of pending vehicle and equipment purchases sourced from State of Florida Contracts, Federal Schedules or other Purchasing Cooperative contracts sanctioned for use by Escambia County, Florida Board of County Commissioners to allow for local vendors to make offers that meet or beat the stated purchase price, specifications for VE 17-18.024, VE 17-18.025, VE 17-18.026, and VE 17-18.027 Public Safety-Fire Department Vehicle Purchase were posted beginning July 12, 2018 for a period of thirty days.  A quote was obtained by the Office of Purchasing for the purchases based on specifications on VE 17-18.027.  No other quotes were received on this posting.  Shown below are the requested 2019 vehicles followed by the justifications for each vehicle.  The following vehicles will be added to support two of the three new Battalion Chief positions approved by the Board of County Commissioners on 4/20/2017.  Two 2019 Chevy Silverado 2500HD 4WD Crew Cab trucks.  The following vehicles will be purchased to replace vehicles that have been totaled out due to damage.  One 2019 Chevrolet Silverado 1500 4WD Double Cab truck. (replacing property #54946) 2006 Ford F-150 property #54946 Mileage 121,100.  One 2019 Ford Utility vehicle AWD (replacing property #53939) 2005 Ford Explorer (property #53939 total loss/flood damage).  One 2019 Ram 3500 Tradesman Single Rear Wheel 4WD Regular Cab (replacing property #51536) 2002 Ford F-550 4WD truck (property #51536 total loss/accident).

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44, Application; exemptions; and Section 46-64, Board approval, and Award a Purchase Order.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Purchase Order.
