RECOMMENDATION:
Recommendation Concerning a Contract Award for Design Services for Ashcraft Road Dirt Road Paving and Drainage - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign an Agreement between Escambia County and Municipal Engineering Services, Inc., per the terms and conditions of PD 17-18.071, Design Services for Ashcraft Road Dirt Road Paving and Drainage in the amount of $99,520.

BACKGROUND:
The Engineering Division of Escambia County Public Works requests roadway and drainage system construction plans be developed for Ashcraft Road Dirt Road Paving (DRP) in Century, Florida.  A&E services shall provide any updated surveying services, right of way acquisition mapping, legals and sketches for proposed acquisitions, construction plans, permitting, public involvement, bid documents, bidding assistance, and limited project construction oversight for Ashcraft Road DRP.
 
It is the intent of the County to construct a minimal 22-foot wide asphalt roadway and  drainage improvement system within the proposed ROW - once acquisition has been completed. The length of the project is 6,551 LF or 1.24 miles.

The legal advertisement for  "Request for Letters of Interest" was advertised in the Pensacola News Journal on June 25, 2018.  Responses were received from three firms on July 10, 2018.  Municipal Engineering Services, Inc, Sigma Consulting Group, Inc., and Smith Seckman Reid, Inc.  The firms were ranked as follows on July 16, 2018:  #1 Municipal Engineering Services, Inc., #2  Sigma Consulting Group, Inc., #3 Smith Seckman Reid, Inc.  Negotiations were held on August 15, 2018 and August 21,2018.

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form G, Consulting Services for Stand-Alone Services and Purchase Order.
