RECOMMENDATION: |
Recommendation Concerning Issuance of a Purchase Order to Ingram Signalization, Inc., on Contract PD 15-16.090, "Traffic Signal Construction" - Joy Jones, P.E., Public Works Department Director
That the Board approve issuing a Purchase Order for a not-to-exceed amount of $225,748, to Ingram Signalization, Inc., on Contract PD 15-16.090, "Traffic Signal Construction," to perform traffic signal camera system upgrades at the following nine locations:
A. Brent Lane at Pensacola Christian College Entrance - Commission Districts 3 & 4;
B. Brent Lane at Rawson Lane - Commission Districts 3 & 4;
C. Brent Lane at South Bound I-110 Off-ramp - Commission Districts 3 & 4;
D. Brent Lane at North Bound I-110 Off-ramp - Commission Districts 3 & 4;
E. Brent Lane at Davis Highway - Commission Districts 3 & 4;
F. Airport Boulevard at Southbound I-110 Off-ramp - Commission Districts 3 & 4;
G. Airport Boulevard at Northbound I-110 Off-ramp - Commission District 4;
H. Fairfield Drive at Palafox Street - Commission District 3; and
I. Fairfield Drive at Texar Drive (Substitute Location) - Commission District 3.

BACKGROUND: |
Meeting in regular session on September 22, 2016, the Board approved Contract PD 15-16.090, "Traffic Signal Construction," to be awarded to Ingram Signalization, Inc.
In addition, in a meeting in regular session on May 17, 2018, the Board approved the Joint Participation Agreement between the State of Florida Department of Transportation (FDOT) and Escambia County -- FPN 438150-1-58-01 - Traffic Signal Video Detection Equipment. FDOT agrees to reimburse the County for the actual costs of the project in an amount up to, but not to exceed $225,748.
The fund allocation for this Purchase Order will allow county staff to direct Ingram Signalization to provide traffic signal camera upgrades at the following signalized intersections:
1. Brent Lane at Pensacola Christian College Entrance - Commission Districts 3 & 4
2. Brent Lane at Rawson Lane - Commission Districts 3 & 4
3. Brent Lane at South Bound I-110 Off-ramp - Commission Districts 3 & 4
4. Brent Lane at North Bound I-110 Off-ramp - Commission Districts 3 & 4
5. Brent Lane at Davis Highway - Commission Districts 3 & 4
6. Airport Boulevard at Southbound I-110 Off-ramp - Commission Districts 3 & 4
7. Airport Boulevard.at Northbound I-110 Off-ramp - Commission District 4
8. Fairfield Drive at Palafox Street - Commission District 3
9. Fairfield Drive at Texar Drive (Substitute Location) - Commission District 3
The intersections have been identified by county staff as needing the recommended improvements (rebuilding of internal wiring, new signal cabinets and controllers, etc.) due to recent operational and maintenance issues experienced. The new equipment and materials included in the improvements are expected to reduce maintenance costs. |

IMPLEMENTATION/COORDINATION: |
Upon Board approval, a purchase requisition will be submitted to the Office of Purchasing for processing, and a subsequent Notice to Proceed will be issued to Ingram Signalization by the Public Works Department. |
